How I found it? Since this image is offered free of charge at some web-agencies, you can see it everywhere (thanks to image reverse search). I google-image-searched for narrow street england sea, it was intant bingo!

Correct, that's anywhere...
As mentioned in the description, I'm only assuming it's the UK because of that rear number plate on the car, but of course, it could be anywhere :(
