I wonder if it's the buffer zone (between "Greek" and "Turkish" Cyprus) in Lefkosia.

Could look like Tblisi as well. Looks a bit like the Old Town there.

Well, I only have a guess, but since no one else has answered... those balconies make me think of northern Greece and some of the old neighborhoods in Thessaloniki
