Wow! I'm so pleased I finally know where this monument was. It is amazing. I'm doing more research as it seems it was replaced.
Former "Monument Nungesser et Coli" near Etretat, France.
It remembers the two airmen who, in 1927, attempted to cross the Atlantic from Paris to New York. Their fate is unknown. Their plane, the famous "L'Oiseau Blanc" ("White bird") was last seen near Etretat, so, in 1927, a monument was built there. It was destroyed by the Germans in 1942. At the same place, the current Nungesser/Coli monument was built 1962.

I posted this photo, and each day I've tried to look it up on the Internet with different keywords (including those bathing suits!). I hope people will pass the image along...it's driving me bananas!
@ tvi: I was trying to narrow down the number of likely places, as this hasn't been going anywhere...
Why located at a beach resort? The swim suits of the kids could be simply an indicator that there is a fountain or water basin closed to the monument.
well, if it is Romania, then we're talking about a beach resort... right?
I love this obelisk basement and tried to finde it everywhere. I realy hope someone will know where it is/was.
