The "memorial" is a sculpture named "Funeral Procession", located in former Eagle's Nest Art Colony, now Lowden State Park, Oregon, Illinois (see pin).
The steps are somewhere in the area of
Williamsburg, Massachusetts. you can find it on the web site of Goshen Stone Company, Goshen (near Williamsburg).
Both pics are mirror-flipped. The background seems to be a different, third pic.

According to external link this is "Premade Background 119" so I assume it's shopped. Two questions remain, though: where's the memorial with the fishermen? carrying a coffin and where are the steps?
