Yes, this is just the winning project that has undergone some changes during construction.
It seems it is a design for the Peace Palace (side view), rather than the Peace Palace itself, altough it was built in a similar (but not the same) way.
Peace Palace (Vredespaleis) in The Hague, Netherlands. This picture is the project by French architect Louis-Marie Cordonnier who won the international design competition for that palace in early 1900.
