I think the picture is taken on Bulevardul Republicii (around number 18) in Onesti, Romania. The large building in the background is Hotel Trotus. Check Google StreetView.

It's Bucharest, and that big building was Chauvescu's palace -now the Parlimentary Building.
I'm quite sure, B is for Bucharest. Bacau would be BC.
And the big building in the background reminds me of my stay in Bucharest, but I'm not sure
i'd say Bacau, based on license plates, but can't be sure
by the size of everything i'll guess bucharest, but it's just a guess....
