I think that a photography place is near Nishizaka Park.
I believe I've seen this in person, or something extremely similar to it. It's in Shikoku island, Japan. It's along the Henro 88 pilgrimage, I forgot exactly where, but I'm certain it's either in Kochi-ken or Tokushima-ken.
I have lived in Japan for several years and my first thought was that it is Japan. It is definitely Japan or China/Taiwan given the kanji/hanji lettering. Unfortunately I couldn't enlarge enough to be able to read the signs.
No Vietnamese, let alone S America, for sure.
100% in Japan. The road signs at the bottom of the photo are a classic Japanese arrangement (speed limit with blue numbers on top, no parking directly underneath). And the buildings are typically Japanese, as is the cemetery. I'm having a hard time finding that statue, though.
That's definitely a Guanyin statue. Those two grey roof lines do look Japanese in style, but the writing on the sign at the lower right looks Chinese. The graveyard doesn't look Dao or Buddhist, though. Except for the grave markers, everything else looks exactly like Taiwan.

I believe it's in Japan : the shape of the two twin roofs on the left is Japanese-like, and the hill on the left looks like a japanese cemetery.
