This looks like many man-made lakes in northern Houston area. Similar to Indigo Lakes in Magnolia TX, for example (or Woodlands Lake or even parts of Lake Conroe). Concrete bulkhead lake edge, the oaks, same trees, identical stucco custom homes, windows and trim. It's not what many people think of when they think of Texas, but there are plenty of developments that look just like this.

Based on all these paintings, and photos of similar... my guess is that this is/was a real setting, and not an idyllic landscape.
I just cant pinpoint it specifically.
Perhaps you have found these already (you are very good at where-is-this), but I had fun looking. It's a nice painting. I hope it brings you happy memories of your grandfather.
