Wiesbaden (Germany), Kurhausplatz and Bowling Green Park, behind the two fountains there is Kaiser-Friedrich-Platz with Statue of „Fritz“. The building is Hotel Nassauer Hof. That was the tough nut to crack = the top floor (Dachstock) is missing. Nassauer Hof was hardly damaged in WW2, end of 1946 the rebuilding began (with new top floor). This picture seems to be a very rare photography around 1946/47. I could hardly find any pic of Nassauer Hof without top floor. external link external link external link
