I'm pretty sure that it is somewhere in the Netherlands because tulip fields like this are usually in the Netherlands, might be wrong though.
(cont.) You can find the locations of some of the tulip fields on Flevopolder here, but there are a lot of them. You can try matching the tree line up one by one, but it'll be such a grind.

The original photographer is Albert Dros. There is another photo of his taken in the same location but a bit later into the morning, and he revealed the location to be the Flevoland province in the Netherlands.

On this site he further narrowed down the location to Flevopolder, so the southwestern part of the province.

He refused to pinpoint the exact tulip field, and indeed it is a dime in a dozen.

But now we know it was taken at dawn, so facing due east. Also it's not a hill in the back, it's just a tree line distorted by the camera.
