This is definitely Innsbruck, the capitol of Tyrol in Austria. The photo is taken in northeasterly direction from the roof of the Univeristy library.
The river Inn is on the left, the chuirch in the foreground ist the Johannes Kirche, the two baroque spires further back belong to the dome.

Innsbruck, Austria, on the right side of the river Inn is the Dome Sankt Jakob, and right of the Dome is the "Stadtturm"
