I also saw the the end of the first line was "ozmoz".
But I did not see the connection to the soviet space program. Just from the type of statue i would have thought it is a statesman, a philosopher, professor or an author.
I tried to read some more letters but i wasn't even sure if the writing was in latin or in kyrillic.

if i change the contrast and zoom in, in the first line of the text you can see the letters OZMOZ. So I presume it is someone who was involved in a russian space program

is it Lenin or Trotski?
