ah! there is no more tramway at this location!
Sadly, the building at the very right doesn't exist any more. The balconies of the buiilding in the center have been removed, too.

I dont think its leipzig or dresden, having lived in both cities all my life. This street geometry does not look familiar. I would guess east berlin also given the size of buildings, street width, material on the right corner.
East Germany alias GDR prior to 1990 is pretty sure. Tramway mentioned earlier is a good hint. While I don't KNOW, I somehow FEEL this could be either Dresden or Leipzig

There are at least to trabants on the foto.
The green arrow at the traffic light is typical for (eastern) germany.
