Good Find ! I think this was built in 2017, but in the location just as you say. I found a Video posted in Sep 2017 of this place.

To my knowledge there is no such temple in South India. At the most the design could have been inspired by Akhshardham temple at New Delhi - external link

@Krenek - You are correct - Apparently this is not an actual temple but a pandal - sort of temporary structure which is generally created for a religious or other events to cater for large gathering such as a wedding, fair, exhibition or festival. During some religious functions people make very elaborate pandals whose designs vary from year to year.

Mata (English: Mother) Rani (English Queen) in Hindu religion can refer to any one of of several female goddesses but often refers to Goddess Durga, specially in Bihar, Bengal etc.

According to what I understood and saw, it's a (big) non-permanent decoration for the Durga Puja festival that took place in the town of Gopalganj, somewhere at the Station Rd, at about 26.4542754 84.4354003
